HESLB Director of Information, Education and Communication Cosmas Mwaisoba told The Guardian at the Board’s headquarters that it has disbursed loans to 48,460 students out of 50,830 applicants for this academic year.
“The Board has failed to facilitate the remaining 2370 students because it has no more money,” he said.
“The board has nothing to do with those who missed loans because it has no money, so there is nothing that we can do” he maintained.
According to a statement posted on the Board’s website early this week the loans were released to 12, 282 applicants making up the first batch of recipients, the second batch had 28,554 students, the third 6,915 and 718 applicants received their loans in the last phase bringing them to a total of 48,460 recipients.
Last week, majority of continuing students faulted HESLB for covering only new students and skipped them. Scores of disgruntled students said they will be forced to drop out because of the prolonged delay of loans to cover tuition and other expenses.
In separate interviews, a cross-section of students from different universities blamed the loans facility of being “too selective” and giving little consideration to continuing students.
Charles Alphonce, a second year student at Mzumbe University, told The Guardian that he had all the required qualifications to secure a loan yet he had being left out.
Another student from the University of Science and Technology (MUST) Mbeya Campus, Samuel Hosea shared a similar experience and appealed to the board to treat all eligible loan applicants fairly without bias.
Hosea also called upon the board to give special consideration to students from outside the campus regions who have to go out of pocket to survive while waiting for the loans that may not come at all.
